Reviewing the city’s policy on flights it shows she broke the law but she still refuses to pay the money back “Employees are required to purchase the lowest airfare airfare available and that employees who choose to upgrade from coach economy or business class flights are solely responsible for the difference in cost. This is literally against the city's policy.
